Regina Stapleton is the Director of Finance and Administration and is responsible for the day-to-day operation of the Township offices, personnel and programs. Regina assists the Supervisor in developing the levies and budgets and monitoring investments. She reports directly to the Supervisor and Board of Trustees and is the liaison to the social service agencies funded by the Township. Regina Coordinates the Township's quarterly newsletter, brochures and website publication. Julie Villarreal is the Director of General Assistance. Her department qualifies residents for financial assistance and is an information and referral resource for other services. Besides General Assistance and Emergency Assistance, Julie is responsible for the Township's Food Pantry, Holiday Giving programs, as well as the Mobile Dental Clinic, Access to Care and LIHEAP intake assessments. Lynndah Easterwood Lahey is the Township's Director of Senior and Disabled Services. Her duties include overseeing the transportation operation, Meals on Wheels, Friendly Visitor and Health Screening Services. Lynndah also hosts a variety of educational forums and support groups and represents Wheeling Township on a number of Committees established to enrich the lives of the elderly and disabled. Linda Hallett is the Township's Administrative Assistant and secretary to the Supervisor and Director of Finance & Administration. Julia Lipka is the Wheeling Township Chief Deputy Assessor. She reports directly to the Assessor and is responsible for day-to-day operations of the department. The Township Assessor's office assists property owners with all aspects of property taxes which includes filing Homeowner, Senior, Veteran and Disability Exemptions, as well as providing assistance for Appeals with Cook County Assessor and Board of Review. The office also provides information and direction on refund applications, name and address changes and various property tax related issues. The Assessor's Office is required to process permits on a monthly basis and send to Cook County Assessor to be properly recorded. She is assisted by the Deputy Assessor and three part-time employees. Mark Toberman is the Wheeling Township Road Manager. Under the direction of the Wheeling Township Board of Trustees, Mark works with independent contractors to repair and maintain streets, storm sewers, and traffic/street signs along the 5 miles of unincorporated roads.
